ECLT structure
ECLT is run by the organisations that set it up in 2001; tobacco companies, growers and unions.

Tripartite organisation
Like the ILO the ECLT Foundation represents a multi-stakeholder approach. Along with the unions (IUF), and the tobacco growers (International Tobacco Growers’ Association) all the major tobacco companies are represented on the Board of the Foundation.
The tripartite nature of the Foundation’s Board is reflected in country on project steering committes too. All of ECLT’s funding comes from the tobacco companies, many of which also sit on the steering committees of projects in country.
The International Labour Organization, itself a tripartite organisation, acts as Board Advisor. See the structure of ECLT in the pie chart below. See also the full list of members here.
Implementing partners
In the field ECLT identifies local organisations to run and implement its programme. These organisations recruit national, multi-stakeholder steering committees to oversee the projects. See a list of implementing partners and their steering committees.
